<사>전국기독교총연합17개광역시도226개시군구연합 (이하, ‘<사>전기총연’ 이사장 임영문 목사 ), 보기총(한국보수시민단체및전국기독교총연합)은 지난 22일 오전11시 광화문 주한 미국대사관 옆 KT 건물 앞에서 “미국바이든 정부 및 동성애자 필립 골드버그 대사의 퀴어 행사 참여 지지발언 규탄 기자회견”을 열고, “미국 바이든 정부는 동성애자 주한미대사 임명으로 한미동맹 파괴하고, 내정 간섭하려는가?”, “필립 골드버그 대사의 퀴어행사 참여 지지발언 강력 규탄하며 본국 철수 촉구한다!” 라는 성명서를 발표했다.

Statement Condemning US Ambassador Philip Goldberg
Is the U.S. Biden administration trying to destroy the US-Korea alliance and to interfere in domestic affairs by appointing a gay ambassador to South Korea? We strongly condemn ambassador Philip Goldberg for participating in the Seoul Queer Parade, and urge him to return to his home country!
We held a press conference at 11 a.m. on the 8th at this place, with the statement reading "We condemn the appointment of Philip Goldberg as the new ambassador to Korea and the U.S. policy of LGBT cultural imperialism, which destroys the strong US-Korea alliance!". However, just as if he would ridicule our demand, the newly appointed ambassador visited in person the Queer Festival booth prepared by the U.S. embassy at around 3:45 p.m. on the 16th and said that he wanted to be a part of the festival, even though he had just arrived in the country.
"United States is strongly dedicated to ending discrimination in any place and to ensuring that everyone is treated equally with respect and humanity," he said on the stage. "We simply cannot leave any of you behind. We are with you. We are going to fight with you for equality and human rights."
We cannot help but feel utterly displeased and offended by his reckless remarks. His speech is just filled with US-centric arrogance without even fully understanding the situation of Korea. His remarks call into question whether the purpose of his appointment as ambassador to Korea is to resolve the North Korean nuclear issue or to defend homosexuality.
If you continue to despise Korean people and think that, with you occasionally giving carrots of hard-line messages to North Korea, we will be so thankful to you that we will recognize homosexuality and enact equality law here, you are greatly and seriously mistaken. This is such an arrogant attitude which offends majority of Koreans.
What kind of hatred and human rights violation is Goldberg referring to? Unlike the United States and Western Europe, LGBTs in Korea have never been persecuted or their human rights violated. They are enjoying their sexual freedom according to their individual tastes, and we couldn’t care less about what they do with their bodies.
But the ambassador has come out of nowhere to make a statement that he, on behalf of the United States, is here to end discrimination and hatred? Doesn’t he realize that such an absurd remark as an ambassador causes nothing but an insult and anger of the Koreans?
It is highly doubtful whether the human rights of the LGBTs in South Korea, which, Goldberg says, he cannot leave behind, are even comparable to those of the dying North Koreans, or even those of North Korean defectors who have been forcibly repatriated to North Korea. This utterly biased and subjective remark can only be made by someone who has no idea what consequence he will face. He is declaring a war against the majority of Koreans who are against homosexuality, equality laws and anti-discrimination laws. It is such a shame to see an ambassador siding with only a group of people and considering the rest who do not agree with them as enemies to “fight” against. This is clearly a case of imperialistic interference in domestic affairs, which violates the constitution and sovereignty of South Korea. Ambassador Goldberg should immediately and publicly apologize to Koreans.
Once again, we express our deep disappointment and concern over US disrespecting Koreans repeatedly. We are also deeply concerned about the fact that the strong ties between Korea and US are starting to crack over gay issues. Most Koreans who have considered US as their strong ally are against homosexuality; however, they feel greatly disappointed and betrayed by the repeated posting of rainbow colors on the embassy front wall, the installation of a booth at the Queer festival, and Goldberg's unacceptable remarks on LGBT rights.
What makes United States to push for LGBT rights and to completely disregard the protests of people? Why are they constantly disappointing the pro-US Koreans? Perhaps this simply shows how depraved and corrupt the once Christian nation has become. Or perhaps this reveals the imperialistic attitude of US constantly ignoring the voice of so many Koreans.
Whatever the reasons may be, we want to make it clear that South Korea is neither a country under a dictator, nor a racist country like South Africa, but the country with advanced democracy, which is very open to foreigners. Therefore, Goldberg’s public remarks of his pro-LGBT stance and disregard for those that are against LGBT movement is improper enough to infuriate so many Koreans, who are fighting against it. In short, it is simply wrong and unacceptable for the Biden government to appoint Philip Goldberg as an ambassador to Korea, so he’d better leave the country.
As the saying goes, “When in Rome, do as the Romans do.” Likewise, when in Korea, do as the Koreans do, abiding by Korean law. Our country does not approve homosexuality, and our constitution does not approve same-sex marriage. Hence, ambassador Goldberg should apologize to Koreans, majority of whom are against LGBT movement. He should also fight for the real violation of human rights, such as forced repatriation, not those of the LGBTs.
Once again, we urge you to stop the recklessness that does nothing but undermine the U.S-Korea alliance established and entered into on October 1, 1953. We also urge you to honor the article 36(1) of Korean constitution which recognizes traditional marriages and provides that “marriage and family life should be established and maintained on the basis of the equality of individual dignity and sex, and the state should guarantee it."
Therefore, any US foreign policy in Korea, which goes against Korean sentiment and could eventually lead to a rift in the US-Korea alliance, should be thrown away, and ambassador Goldberg should be removed immediately.
Now we demand the followings:
● Firstly, when in Rome, do as the Romans do! Since ambassador Philip Goldberg is in Korea, he must recognize the Korean law, not going against it.
● Secondly, US ambassador is supposed to fight for real human rights violations cases such as forced repatriation of North Korean defectors, not LGBT rights.
● Thirdly, US and Korea have been good allies. Ambassador Goldberg must show respect for our culture and tradition, and immediately stop trying to destroy the strong ties with LGBT issues.
● Fourthly, our country and culture does not approve of homosexuality, and our laws do not approve of same-sex marriage. So why do you try to impose American law on us? US should immediately stop interfering in the domestic affairs by imposing any American legal standard on South Korea.
● Fifthly, we deeply regret the Biden administration's appointment of a gay ambassador who ignores the sentiment of most Koreans. President Biden must realize the mistake of appointing him to Korea and remove him immediately.
● Sixthly, as strong supporters of US-Korea alliance with a favorable view of US, we have criticized those who claim "Yankee Go Home!" However, any repeated faults in foreign policy undermining the spirit of the US-Korea alliance must be addressed immediately, so we urge President Biden and the members of US embassy and State Department to wake up!
● Seventhly, it is a serious diplomatic mistake to appoint a gay ambassador and ignore the opinions of majority of Koreans whose sentiment do not agree with homosexuality. US must not forget its Christian heritage but return to the Bible and put a stop to the arrogant imperialistic pro-LGBT policy.
● At last but not least, the Biden administration and US embassy in Korea should immediately apologize to Koreans for its pro-LGBT policy and immediately put a halt to the amateur diplomacy, which hurts the spirit of US-Korea alliance that has been firmly maintained for 69 years.

우리는 지난 8일 오전 11시 이 자리에서 “한미동맹 파괴하는 동성애자 필립 골드버그(Philip Goldberg) 대사 임명 미국 동성애 문화제국주의 정책 규탄한다!”라는 제목의 성명을 발표하고 기자회견을 했었다. 그러나 그 후 지난 16일 오후 3시 45분쯤 필립 골드버그 대사는 우리의 외침을 비웃듯, 주한미국대사관에서 마련한 동성애퀴어축제 부스를 방문한 뒤 무대에 올라 강한 어조로 “이번 주에 막 한국에 도착했는데, 이 행사에는 꼭 참여하고 싶었다. 그 이유는 혐오를 종식하기 위한 미국의 헌신을 증명하기 위해서다. 우리는 그 누구도 두고 갈 수 없다. 인권을 위해 계속해서 싸울 것이다.”라고 연설을 했다.
우리는 예상보다 센 그의 발언에 심한 불쾌감과 분노를 느끼지 않을 수 없다. 그의 연설내용은 대한민국 실정을 제대로 파악치 못한 미국 중심적 오만한 사고로 가득 차 있을 뿐이다. 그가 주한미대사로 부임한 목적이 북핵문제 해결인지, 동성애 전파인지 헷갈릴 뿐이다. 한국민을 업신여기고 ‘강경한 대북 목소리’의 당근을 주면 감지덕지해서 ‘동성애 수용과 평등법·차별금지법’이라는 선물을 덥썩 받아들고 감읍(感泣)이라도 할 거라 생각했다는 말인가. 어쨌든 이는 대단한 착각이요, 대한민국 국민의 감정을 상하게 하는 오만불손한 태도에 불과하다.
미국인 골드버그가 말하는 혐오와 인권은 어떠한 혐오와 인권을 말하는가. 대한민국에서 동성애자를 비롯한 성소수자는 미국과 서유럽과 달리 박해받거나 인권을 유린당한 역사가 없다. 그들은 지금도 마음껏 개별 취향에 따라 성적 자기만족 행위를 즐기고 있다. 그런데 느닷없이 그가 주한미대사로 부임한 이유가 ‘혐오를 종식하기 위한 미국의 헌신을 증명하기 위해서’라고 말하니 코웃음이 나온다. 마치 바이든 대통령의 치매기에 전이된 듯 일국의 대사 입에서 튀어나온 터무니없는 망언(妄言)에 심한 모욕감과 분노를 느낀다.
그가 두고 갈 수 없다고 비장하게 말하는 자들의 인권이 처절한 북한주민의 인권, 더 나아가 강제북송된 탈북민들의 인권과 견줄 만한 무게가 있는지 의심스럽다. 이는 대단히 치우친 편향적 사고로 인한 발언이며, 당면한 문제를 객관적으로 파악치 못 한 확증편향자의 아전인수격 해석에 불과하다. 이는 대한민국에서 동성애와 평등법·차별금지법을 결사 반대하는 다수 국민을 적으로 돌려놓고 계속해서 싸우겠다고 선전포고를 한 셈이다. 일국의 대사가 부임한 나라에 와서 특정 국민을 편들며 네 편 내 편으로 갈라치기를 하고, 의견이 다른 국민을 적으로 돌려놓고 싸우겠다는 망발을 일삼으니 개탄스러울 뿐이다. 이는 명백히 대한민국의 헌법과 주권을 무시하고 침해한 제국주의적 사고에 기인한 내정간섭 발언이며, 특권의식에 젖은 독선주의자의 폭언(暴言)이다. 필립 골드버그 대사는 즉각 한국민에게 공개 사과해야 한다.
우리는 다시 한 번 거듭되는 미국의 한국민 무시 외교정책에 대해 깊은 실망과 우려를 표한다. 지금껏 한미동맹을 통해 끈끈한 유대감을 과시해온 한국과 미국이 동성애 이슈로 인해 미세하나마 균열이 생기고 있음을 심히 우려스럽게 생각한다. 지금껏 동성애에 대해 반대해온 한국인은 미국에 대해 가장 우호적인 입장을 갖고 있었는데, 최근 매년 반복되는 주한미대사관 무지개현수막 게시 및 동성애퀴어축제 행사장 내 부스 설치, 그리고 골드버그 대사의 망언으로 인해 큰 실망과 배신감을 느끼고 있다.
왜 미국은 한국인들의 항의를 묵살하고 거듭 한국인의 자존심을 짓밟은 동성애 옹호정책을 밀어붙이고 있는가. 왜 가장 친미적인 한국인들 가슴에 못을 박는 잘못된 만행을 반복하는가. 이는 기독교국가였던 미국의 타락과도 깊은 연관이 있을 것이다. 아울러, 한국인을 무시하는 문화 제국주의적 시각 또한 배제할 수 없을 것이다.
그러나 분명히 말하지만, 대한민국은 후진 독재국가가 아니며 인종차별을 일삼았던 남아프리카공화국이 아니다. 대한민국은 자유민주주의를 꽃피운 선진민주국가며, 한국인은 외국인에 대해 배타적이지 않고 친절한 국민이다. 그럼에도 불구하고 한국인의 정서를 무시하는 친동성애 정책을 공개적으로 과시하는 건 이를 반대하는 한국인들에게 깊은 실망감과 괴리감을 느끼기에 충분한 일이다. 첨예한 동성애 이슈로 몸살을 앓는 대한민국에 폭탄테러를 가하듯, 바이든 정부가 동성애자인 필립 골드버그를 주한미대사로 지명한 것 자체가 잘못된 일이다.
“로마에 가면 로마법을 따르라!”고 했다. 마찬가지로 한국에 오면 한국법을 따라야 한다. 우리나라는 동성애를 승인하지 않았고, 우리 헌법은 동성결혼을 승인하지 않고 있다. 그럼에도 골드버그 대사가 우리의 문화와 전통을 존중하기는커녕 무시하는 오만한 태도를 보였였는데, 이는 일 개인의 발언이 아닌 미국대사의 말이기에 명백히 대한민국에 대한 내정간섭으로 비친다. 이는 지금껏 미국과 좋은 친구 사이였던 한국을 나쁜 관계로 변질시키는 것이며, 미국에 우호적이지만 동성애를 반대하는 다수 한국민을 탄식케 하고 미국과 이간질시키는 만행이기에 즉각 사과해야 한다. 필립 골드버그 대사는 동성애자 인권이 아닌 강제북송과 같은 진정한 인권침해를 위해 싸워야 한다.
우리는 다시 한 번 1953년 10월 1일 체결한 한미동맹을 훼손하는 경솔한 행동을 중단해줄 것을 촉구한다. 아울러 “혼인과 가족생활은 개인의 존엄과 양성의 평등을 기초로 성립되고 유지되어야 하며, 국가는 이를 보장한다.”고 돼있는 대한민국 헌법 제36조 1항을 무시해선 안 되며, 노골적 친동성애 편애 정책은 다수 한국인의 분노를 촉발하고 미국에 대한 우호적 국민감정을 훼손하는 어리석은 자해(自害)행위임을 지적한다. 최근 몇 년째 한국민 정서를 무시하며 한국민 감정을 상하게 만들어 결국 한미동맹에 균열을 초래하는 일련의 아마추어적 외교정책은 즉각 철회돼야 하며, 한국 부임 내내 첨예한 논쟁을 초래할 수밖에 없는 필립 골드버그 주한미대사의 조속한 본국 송환을 촉구하며 다음과 같이 요구한다.
